Abstract

The Moroccan healthcare system, faced with the dual challenge of limited resources and growing quality demands, is increasingly shifting toward a value-based care model that integrates clinical performance with economic efficiency. This study analyzes economic evaluation methods aimed at optimizing resource allocation within this framework. Three main methodological approaches emerge: cost-benefit analysis, which assesses overall monetary profitability; cost-effectiveness analysis, which measures clinical outcomes per unit of investment, and cost-utility analysis, which incorporates qualitative indicators such as QALYs. Each method offers distinct advantages but also presents limitations, particularly in capturing intangible benefits or comparing heterogeneous programs. Methodological innovations—such as weighted cost-effectiveness analysis and the social welfare function—seek to overcome these challenges by integrating multiple dimensions. Optimal evaluation thus requires a holistic approach that combines quantitative indicators (costs, clinical outcomes) with qualitative measures (patient experience, equity). Implementing these methods in Morocco could enhance the quality of care, the efficiency of public health expenditures, and the equity of the system. However, their large-scale adoption depends on developing tools adapted to the local context and establishing a unified information system. This research therefore provides a methodological framework to guide reforms toward a high-performing and sustainable value-based healthcare system, while identifying avenues for future studies focused on incorporating Moroccan-specific features.
