Abstract

Over the past decades, public management reform has become a central concern for governments seeking to modernize their administrations and improve public service performance. In Morocco, this trend has been reflected in the gradual adoption of the New Public Management (NPM) principles—an approach inspired by private-sector practices emphasizing performance, accountability, transparency, and managerial autonomy. In the health sector, NPM aims to enhance service quality, resource efficiency, and user satisfaction. This paper examines the implementation of NPM principles within the Higher Institute of Nursing and Health Techniques (ISPITS) of Tangier, a public institution under the Ministry of Health. Using a descriptive and analytical approach, the study highlights the progress achieved in governance, human resource management, and performance monitoring, while identifying institutional and organizational barriers that limit optimal efficiency. The findings reveal that applying NPM principles within ISPITS strengthens performance-oriented culture and training quality, though it still requires a more flexible governance framework and deeper managerial values integration among internal stakeholders.
