To this end, this article enriches the theory of human capital, the literature and the debates on health human resources (HHR). The objective of this article is to identify and analyze problems related to HHR. The methodological protocol is exclusively qualitative, focused on documentary research and direct observations. Thus, a sample of seven (07) ECOWAS countries was selected for convenience and subject to analysis. The results reveal that almost all of these countries face problems of availability, distribution, quality and brain drain of HRH. In the end, this article highlighted the problems of HRH and proposed ways of improvement to the countries concerned, in order to rethink their public policies and make their HRH management more optimal.
