Résumé

Problem: In today's unstable socio-economic system, complicated by pandemic factors, organisations pay considerable attention to developing and assessing personnel management potential. At present, there are many advanced and tested assessment techniques. However, there are practically no works on systematising assessment criteria from management levels, tasks and functions.

Solution: Therefore, special attention should be paid to forming a united model for assessing the managerial potential that would be not based only on the existing techniques as separate structural units. Instead, the model would consider a whole complex of impact factors that determine the current problem solution and involve singling out each element of the mechanism from the position of the level of impact on the result. The ultimate goal of management capability development from the organisation's perspective should be to improve employee productivity to realise the company's strategic goals.

Stakeholders: The study identified certain key elements and levels of managerial capabilities by applying literature and actual perspectives of managers of ten Kazakhstani organisations using the systematisation of experiences method (SyEM). These elements and levels were later used to develop a proposed model to unify the existing assessment indicators. In addition, the research identified the need to strengthen the planning and monitoring of human resources activities to identify the managerial potential of personnel.
